Joe Scarpelli | President
Joe Scarpelli is the President & CEO of Quality Voice & Data, Inc., a leader in Reputation-Based VoIP telecom and contact center solutions. With 20+ years in telecom and engineering, he has pioneered VoIP services, contact center tech, and dial strategies. A Bradley University graduate and former Lead Mechanical Engineer at Sargent & Lundy, Joe also volunteers with the Boy Scouts of America.

Guy Scarpelli | Director
Guy Scarpelli, Director of Quality Voice & Data and President... of CTC TeleServices and CTC Telefund, has nearly 40 years of expertise in call centers and fundraising. Specializing in B2B and consumer calling, he manages call center programs, vendor relations, and has led political polling campaigns for over three decades.

Kelsey Olson | SVP of Telecom Services
Kelsey leads a cross-functional team managing sales, client services, and support for telecom solutions like local Caller ID, TextDesk, and TextBetter®. With 8+ years in call centers across HR, tech support, and data management, Kelsey has driven double-digit growth at QVD for five years. Currently, they are expanding into local numbers and TextDesk for credit and collections call centers

Angela Garfinkel | Advising Board Member
Angela Garfinkel is a Director at Quality Voice & Data, bringing 30+ years of call center and BPO experience. She supports product development, marketing, and sales while collaborating on strategic planning and leadership. Founder of Quality Contact Solutions (2007), she co-authored the DMA's Teleservices course. Angela holds an MBA and a Telecommunications Management degree from the University of Nebraska.

Dean Garfinkel | Advising Board Member
Dean Garfinkel, a telecom industry expert with 30+ years of experience, specializes in value-added solutions across TDM, SS7, IP, WiFi, and Wireless. He invented TeleBlock®, now a national telecom standard, and developed TextBetter® in 2017. A leader in Caller ID and Do Not Call compliance, he speaks regularly at industry events. A former PACE board member and treasurer, he helped establish the Self-Regulatory Organization (SRO), praised by the FTC.

Brad Mullins | Vice Presidents of Sales
Brad Mullins has been in telecommunications sales since 2012, holding Business Development and Account Manager roles. He has led sales teams and developed routing and pricing solutions for enterprises, SMBs, and wholesale carriers. Specializing in SIP routing, termination, and origination, he integrates customer tech stacks for high-quality telecom services. Brad is a proud NC State graduate.

Jon Olson | Head of NOC
Jon leads our NOC department, handling everything from technical deep dives, phone provisionining and bulk operations. Technical and analytical thinker, and always finding unique ways to help solve our customers problems.

Amy Morris | Head Analyst
Amy Moris joins us from the University of Nebraska. She's been with Quality Voice and Data for over 4 years now. She is highly analytical and detail oriented.
